Mr. Jacques L. Moye, Sr., CPA, Esq., a native of Aliquippa, Pennsylvania, graduated from Slippery Rock University in 1998, where he earned a Bachelor of Science in Business Administration with a concentration in Accounting. Upon graduation, Mr. Moye began work as an accountant in the Business Assurance and Advisory Services Group of Deloitte & Touche, LLP, where he earned his designation as a certified public accountant and gained a broad range of financial and business experience through consulting clients such as Bayer Corporation, PPG Industries, and Calgon Carbon Corporation.

In October of 2001, Mr. Moye joined the Allegheny County Controller’s Office, under the direction of then Allegheny County Controller Dan Onorato, as Chief Financial Analyst, and in August of 2002, began law studies at Duquesne University School of Law. Upon Mr. Onorato’s successful race for Allegheny County Chief Executive in 2003, Mr. Moye was appointed as Executive Assistant to the Chief Executive.

During 2004 through 2006, Mr. Moye served as a member of the Allegheny County Retirement Board, where he was the first African-American and the youngest board member in the history of the board. In this capacity, Mr. Moye oversaw and managed approximately $700 million in retirement assets. Mr. Moye also served as a member of boards of the Allegheny County Residential Finance Authority, Allegheny County Hospital Development Authority, Allegheny County Higher Education Building Authority, and the Industrial Development Authority of Allegheny County, and currently serves as a board member of the Allegheny County Sanitary Authority.

Mr. Moye was conferred his Juris Doctor degree from Duquesne University School of Law in May, 2006, and began his legal practice at McGuireWoods LLP, practicing in the area of corporate mergers, acquisitions and divestitures and general corporate contract matters.
